Abstract

Kemunculan COVID-19 di akhir tahun 2019 membuat Indonesia dan Tiongkok melakukan diplomasi kesehatan global. Diplomasi kesehatan global dimengerti sebagai sebuah proses pembuatan kebijakan yang dilakukan oleh aktor negara dan non-negara untuk menyelesaikan suatu permasalahan kesehatan tertentu. Penelitian ini bertujuan untuk menjelaskan bagaimana kerja sama yang dilakukan oleh Indonesia dan Tiongkok dalam diplomasi kesehatan khususnya untuk pengembangan vaksin COVID-19. Penelitian ini menggunakan konsep Diplomasi Kesehatan Global sebagai landasan pemikiran. Data diperoleh dengan studi literatur berjenis data kualitatif dengan sumber data sekunder. Metode penelitian yang digunakan adalah pendekatan kualitatis-eksplanatif dengan hasil penelitian yang menunjukkan kemampuan Indonesia dan Tiongkok dalam melakukan diplomasi kesehatannya melalui empat indikator utama yaitu Leadership Governane, Interests, Norms Funding Support, dan Framing Severity Reach Commercial link. Dengan aktor PT Bio Farma dari Indonesia dan PT Sinovac dari Tiongkok, kedua lembaga ini membuat perjanjian tentang pertukaran teknologi serta pasokan vaksin.
