Abstract

Indonesia ratified the Convention on the Rights of the Child in 1990 so it has consequences for creating legal rules, efforts and providing reports on the efforts that have been made regarding the fulfillment and protection of rights in Indonesia, including by establishing laws on child protection, child-friendly districts/cities and policies of child health efforts. This study aims to see how implementation the convention on children's rights in guaranteeing the rights of children's health care services in the city of Palembang in reducing stunting rates as stated in article 24 paragraphs 1 and 2 points of C of the Convention on the Rights of the Child, that children have rights that must be protected and fulfilled to can grow and develop more optimally, one of which is the right to basic health and welfare, especially in eradicating malnutrition namely stunting, in which the city of Palembang has got the Predicate Pratama of Child-friendly City in 2021 with a stunting percentage of 3.3%. This study uses the concept of implementing the international regime from Steinar Andresen, Skjoerseth and Wettestad with five stages of regime international implementation. The type of research used is qualitative research with data sources from interviews, documentation and other supporting documents. The results showed that the city of Palembang had implemented the CRC properly, with complete legal regulations, and efforts were made to reduce stunting rates with two programs, namely the stunting reduction acceleration program and the prevention program. The impact and response of the target group gave positive results, apart from a decrease in the stunting rate, but also a change in the behavior of the target group to be better. The effectiveness of the program is carried out by achieving the goal of eradicating malnutrition, achieving benefits in the form of decreasing stunting rates by solving the problems that cause stunting in children in the city of Palembang and achieving KLA implementation indicators, namely the percentage of stunting does not exceed the national average and a decrease in the percentage of stunting from year to year. This proves that the implementation of the Convention on the Rights of the Child in the city of Palembang in reducing stunting rates has achieved significant success.
