Abstract

The issue of marine plastic debris, is a global environmental issue that gained the world's concern nowadays. The amount of plastic debris floating in the world's oceans is very concerning because of the negative impacts that may occur due to the characteristics of the plastic debris itself which is difficult to decompose. Therefore, countries in the world must act to combat the issue of global marine plastic debris starting from their respective domestic scales, one of which is Japan. This research examines and analyzes the efforts made by Japan in realizing its concern for the issue of global marine plastic debris. To examine various forms of efforts carried out by Japan in dealing the issue of global marine plastic debris, qualitative and descriptive methods is applied in this research. The data were collected from literature study. The two approaches used in this research are; (a) Political System, which refers to the actions of a country that can be influenced by internal and external demands, and (b) Green Political Theory, which refers to the synergistic effort between a country and the various stakeholders in it to realize an ecological balance which is explained by three main principles; distributive justice, commitment to the democratization process, and the achievement of ecological sustainability. The results of this research indicate that Japan's efforts to handle the issue of global marine plastic debris are influenced by internal demands originating from within the Japanese government itself and are also influenced by external demands originating from outside Japan. The two factors then resulted in Japan's efforts such as forming national policies and cooperating with various stakeholders.
