Abstract

This study aims to measure the effectiveness of the Online Single Submission system service in business licensing at DPMPTSP Prabumulih City and the factors that influence effectiveness. This research adopts a qualitative approach with a descriptive method; uses a framework developed by Richard M. Steers with three dimensions, namely goal optimization, systems perspective and pressure on human behavior. Sources of data in this study are primary data and secondary data. Data collection techniques were carried out through interviews, documentation and observation. The results of this study indicate that the Online Single Submission system service in business licensing at DPMPTSP Prabumulih City has been effective but not optimal because there are still several indicators that have not been implemented properly. The indicators that have not been implemented properly are the realization of the target number of issuance of business licenses which continues to decline due to the Covid-19 pandemic, the Online Single Submission server is down, and there are features in the Online Single Submission system that are still difficult for the public to understand. In addition, indicators that have supported the implementation of Online Single Submission services are clear organizational goals, adequate human resources, adequate facilities and infrastructure, available public complaint services, easy and efficient service procedures, socialization and training that have been carried out and adaptations that have been implemented. running well makes the service in the Online Single Submission system effective. Some of the factors that influence this effectiveness include organizational characteristics, environmental characteristics, job characteristics and management characteristics. The advice given is that servers that were initially centralized were made decentralized, operating servers using easy-to-understand language, performing dual services in licensing services, changing people's mindsets to be more advanced.
