Abstract

Sistem Informasi Manajemen Rumah Sakit (SIMRS) adalah sistem teknologi informasi yang mengolah dan mengintegrasikan seluruh proses pelayanan rumah sakit dalam bentuk koordinasi, pelaporan dan jaringan manajemen yang penerapannya telah diwajibkan oleh pemerintah terhadap seluruh rumah sakit yang ada di Indonesia berdasarkan pasal 52 ayat 1 Undang Undang nomor 44 tahun 2009. Berbagai macam risiko terkait teknologi informasi akan muncul seiring dengan diterapkannya SIMRS, oleh karena itu diperlukan evaluasi tingkat kapabilitas dari tata kelola TI guna mengetahui dan meminimalisir setiap kemungkinan risiko TI yang akan ataupun telah terjadi. Penelitian ini bertujuan untuk mengetahui seberapa tinggi tingkat kapabilitas serta nilai kesenjangan dari tata kelola TI di RSUD Abdul Moeloek. Kerangka kerja yang digunakan sebagai acuan dalam proses evaluasi tata kelola IT pada penelitian ini adalah COBIT 2019 yang memiliki 3 tahapan yaitu proses pemetaan, penilaian tingkat kapabilitas, dan kesimpulan. Penelitian ini menghasilkan nilai kapabilitas pada masing-masing proses di dalam tata kelola TI, nilai kesenjangan, dan rekomendasi perbaikan sehingga dapat meningkatkan tingkat kapabilitas pada SIMRS Abdul Moeloek. Hasil pengukuran tingkat kapabilitas tata kelola TI SIMRS Abdul Moeloek pada proses EDM03 dan BAI06 berada pada tingkat 3, sementara proses APO12 berada pada tingkat 1 serta DSS05 berada pada tingkat 2. Adapun nilai kesenjangan pada proses EDM03 dan BAI06 adalah 1 tingkatan, sedangkan untuk nilai kesenjangan pada proses APO12 sebesar 3 tingkatan dan DSS05 adalah 2 tingkatan. Hospital Management Information System (SIMRS) is an information technology system that processes and integrates all hospital service processes in the form of coordination, reporting and management network whose application has been required by the government for all hospitals in Indonesia based on article 52 paragraph 1 of the Law. 44 of 2009. With the implementation of SIMRS, there are various kinds of information technology risks, therefore, it is necessary to evaluate the capability level of IT governance in order to identify and minimize any possible IT risks that will or have occurred. This study aims to determine how high the level of capability and the value of the gap in IT governance in Abdul Moeloek Hospital is. The framework used as a reference in the IT governance evaluation process in this study is COBIT 2019 which has 3 stages, namely the mapping process, capability level assessment, and conclusions. This study resulted in the capability value of each process in IT governance, the value of the gap, and recommendations for improvement so as to increase the level of capability at SIMRS Abdul Moeloek. The results of the measurement of the IT governance capability level of SIMRS Abdul Moeloek in the EDM03 and BAI06 processes are at level 3, while the APO12 process is at level 1 and DSS05 is at level 2. The value of the gap in the EDM03 and BAI06 processes is 1 level, while for the gap value the APO12 process has 3 levels and DSS05 has 2 levels gap value.
