Abstract

Implementation of activities or programs must be in accordance with the concept of effectiveness in the sense of achieving goals and efficiency in the use of resources. The purpose of this study is to analyze the effectiveness and efficiency in implementing expenditure budget of Public Works Department of Highways and Water Resources Management of Palembang City. This research uses descriptive qualitative method. The results of this study indicate that in terms of effectiveness, the implementation of expenditure budget of Public Works Department of Highways and Water Resources Management of Palembang City in 2012-2015 year is fluctuated. The effectiveness level in 2013-2015 year is effective, but the effectiveness of 2012 is still quite effective due to budget realization that has a considerable margin on the target budget that has been set. Less spending realization due to several programs that have been budgeted but can not be implemented. Implementation of expenditure budget in 2012-2015 year in terms of efficiency classified as less efficient because of the high realization of direct expenditure budget.
