Abstract
This study aims to develop numerical educational educational tools to stimulate the ability to count (1-5) in Children Aged 2-3 Years. This type of research is a development research with the Rowntree development model that is, the planning, development, and evaluation stages. At the evaluation stage Tessmer's formative evaluation is carried out with four stages, namely self evaluation, expert review, one-to-one evaluation, and small group evaluation. Data collection techniques using walkthroughs and observations. The results of expert review of content validity and construct validity obtained a value of 100 with a very valid category. The validity of the media got a value of 85 categorized as very valid. Average results in 92 in the very valid category. The results of the one-to-one evaluation stage were 88 and the small group evaluation was 91. The average score obtained from the two stages was 89 (very practical). It can be concluded that the educational instrument of the block of numbers to stimulate the ability to numerate (1-5) in children (2-3) years old is declared valid and practical for children.
