Abstract

Strengthening organizational capacity is a management system in developing and improving the performance of existing tasks and functions and managing micro structures. This study aims to analyze the strengthening of organizational capacity in the context of establishment of the Regional Technical Implementation Unit (Study on the Organizational Bureau of the Regional Secretariat of South Sumatra Province). The type of research applied is a type of qualitative research with a descriptive approach and uses data collection techniques in the form of interviews, observation, and documentation. Strengthening organizational capacity includes 6 dimensions, namely: (1) arrangement of facilities and infrastructure, (2) utilization of personnel, (3) communication, (4) leadership, (5) organizational culture, (6) organizational structure. In this study it was found that strengthening organizational capacity in the context of establishment of the Regional Technical Implementation Unit (Study at the Organizational Bureau of the Regional Secretariat of South Sumatra Province) has not been carried out optimally. The results showed that the existing buildings were not adequate, there was a shortage of staff according to the classification and needs of the organization, and there was still not an equal distribution of training and training to employees at the Organizational Bureau of the Regional Secretariat of South Sumatra Province. This research recommends to the Organizational Bureau of the Regional Secretariat of South Sumatra Province to: (1) pay attention to the existing buildings so that they are more adequate according to the standard guidelines for the needs of organizational units, (2) review the regulations regarding Anjab and ABK to increase the number of employees according to the classification and needs of the organization, (3) facilitating employees by providing training and education related to the formation of Regional Technical Implementation Units.
