Abstract

This research is entitled "The Effectiveness of Achieving the Regional Original Revenue Target of BPKAD Palembang City in 2019" which is motivated by the non-achievement of the original income of the Palembang City area in 2019. This thesis aims to determine the effectiveness of achieving the original income target of BPKAD Palembang city in 2019 and to find out the factors that cause obstacles to achieving the original income target of BPKAD Palembang city. This type of research is descriptive using qualitative research methods. This research uses the theory of Effectiveness according to Richard M. Steers (1985) based on the dimensions of the System Perspective which consists of three basic components, namely input, throughput (process), output. It can be concluded that not all of these basic components run effectively in achieving the original revenue target of Palembang City. Based on the three components used, inhibiting factors were found that resulted in less effectiveness in achieving BPKAD's original revenue target, including limited competent human resources, poor facilities and infrastructure, there are still many facilities needed, the government does not seem to see any great potential in other sources of income that can be developed simultaneously, decreased performance in supervision and evaluation, has not been optimal efforts to intensify regional revenues outside BUMD. The author's suggestions are given, among others, for the acceptance and placement of employees, more attention to their educational background and continuous coaching, more attention to improving facilities and infrastructure to make it easier and even faster for employees to carry out tasks, Must be more able to open their eyes to the existence of large pontency that can be developed in other PAD sources Innovate in supervision. Innovating in supervision, evaluating and analyzing risks that hinder the achievement of organizational goals, achieving targets in previous years makes consideration to make future programs require appropriate efforts, innovations and policies.
