Abstract

This study aims to determine and describe the process of budgeting in applying the principles of budgeting in sports in 2019 by the Sumbagsel Human Capital Region at PT Pertamina (Persero) Refinery Unit III Plaju. The theory used in this research is Anthony and Young's theory which states that there are five aspects of the stages of budget preparation, namely the issuance of guidelines, budget proposals, budget negotiations, reviews and approvals, and budget revisions. This study uses a qualitative method with a descriptive approach. Data collection techniques used in this study were interviews, documentation and literature study. Data analysis techniques using data collection, data reduction, data presentation, and drawing conclusions. The results of this study found that Human Capital has not succeeded in applying all the principles of budgeting because it is constrained by the lack of access to information to the public, absorption of the current year's budget is not optimal, determining the amount of irrational budget when proposing the budget, weak oversight and poor budget planning . Suggestions that can be done are increasing socialization to the community, conducting research that takes place in the field, increasing the application of performance-based budgeting, increasing the capacity of the human resources of the budget planner, and holding an independent supervisor on changes in the budget value that occurs.
