Abstract

The objective of this research is to comprehend and analyze the digital transformation of the Electronic Identity Card (e-KTP) policy within the municipal Department of Population and Civil Registration of Palembang City. The background of this study is rooted in the issuance of Minister of Home Affairs Regulation Number 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Blanks of Electronic Identity Cards as well as the Implementation of Digital Population Identity. In its implementation, this regulation has given rise to numerous challenges, prompting the question of how to optimize the digital transformation from e-KTP to Digital Population Identity (IKD). This research examines four aspects: Agility, Ability to Innovate, Simplicity, and Intelligent Use of Data, utilizing a qualitative methodology. Based on the data analysis conducted by the researcher, recommendations are provided, emphasizing the importance of activating and utilizing IKD as a mandatory replacement for e-KTP. Additionally, collaborative agreements regarding the use of IKD in various institutions are deemed necessary to ensure the optimal utilization of IKD applications and broader public awareness. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis transformasi digital kebijakan Kartu Tanda Penduduk Elektronik (KTP-el) yang terjadi di lingkungan Dinas Kependudukan dan Pencatatan Sipil Kota Palembang. Hal yang melatarbelakangi penelitian ini yakni terbitnya Peraturan Menteri Dalam Negeri Nomor 72 Tahun 2022 tentang Standar dan Spesifikasi Perangkat Keras, Perangkat Lunak, dan Blangko Kartu Tanda Penduduk Elektronik serta Penyelenggaraan Identitas Kependudukan Digital. Dalam pelaksanaannya, Permendagri tersebut menimbulkan banyak permasalahan yang kemudian timbul pertanyaan bagaimana optimalisasi dari transformasi digital yang terjadi pada KTP-el menjadi Identitas Kependudukan Digital (IKD). Penelitian ini ditinjau dari empat aspek yakni Agility, Ability to Innovate, Simplicity dan Intelligent Use of Data dengan menggunakan metode kualitatif. Berdasarkan hasil dari analisis data yang telah dilakukan oleh penulis maka dapat memberikan saran berupa titik tekan penggunaan dan pengaktifan IKD sebagai kewajiban alih bentuk KTP-el kemudian diperlukannya Surat Kerjasama terkait penggunaan IKD di beberapa lembaga sehingga penggunaan aplikasi IKD dapat optimal dan dikenal masyarakat secara lebih meluas.
