Abstract

The purpose of this research is to find out, study and analyze how the employee improvement strategy at the Palembang City DPRD Secretariat is as well as examine and analyze the factors that hinder and support the improvement of employee performance based on indicators to create a high strategy according to Ilyas' theory (2001), namely Increasing Work Motivation, Improving Employee Welfare, Creating a Harmonious Organization, Effective Leadership and Career Development. This research uses a qualitative approach method. Data collected by observation, interviews and documentation with nine informants. Samples were collected using Miles and Huberman data analysis techniques by condensing data, presenting data, and drawing conclusions. The results of the research show that there are still problems found in the Palembang City DPRD Secretariat, which causes 3 indicators not to work well, such as increasing work motivation in absenteeism discipline, creating a harmonious organization in communication and career development in education/training and technical guidance (Technical Guidance).
