Abstract
The background to this assessment is the development of information and communication technology as a medium to help carry out routine activities and governance in government. In practice, ASNs are required to be accountable for the authority they carry. The implementation of E-LAPKIN is one of the steps and processes for improving the performance of ASNs, especially in the Palembang City DPMPTSP environment, so that they become better. The performance assessment of State Civil Apparatus at the Capital Investment Service, which originally still used a manual system, was considered ineffective and efficient because it could not directly measure the productivity and work results of ASN. E-LAPKIN is an application specifically created to assess employee performance in real time by entering daily work data into the software, to obtain approval from superiors. making it easier for agencies to monitor the performance of each employee and create an e-government based government system. In conducting employee performance assessment analysis, this research is based on the theory put forward by Cascio which consists of five elements, namely Relevance, Sensitivity, Reliability, Acceptability, Practicality. The method used in this research is a qualitative method. The results of this research show that the Performance Assessment of State Civil Apparatus via electronic performance reports (E-LAPKIN) has been running effectively and efficiently in accordance with the objectives of implementing this system. Through the agency system, it is easier to monitor the performance of each employee. However, there are still several obstacles that occur in this system, including the network system which often goes down and employee delays in inputting reports.
