Abstract
The increase in the number of visitors at Mutun Beach in Pesawaran has encouraged the government and managers to improve facilities and infrastructure, including traffic quality, security, safety of marine activities, handling emergencies and public facilities. Although popular for swimming and various tourist services, the risk of harm remains, so it is important to implement appropriate safety standards and ensure knowledge of safety for workers and tourists. This research aims to analyze the implementation of visitor safety and security infrastructure at Mutun Beach, Pesawaran Regency, Lampung Province. The research method used is qualitative with a descriptive approach, involving data collection through direct observation, in-depth interviews, and document review. This research involved seven informants, including one person from the tourism office and one beach manager as key informants, as well as four visitors and one entrance guard as supporting informants. The research results show that traffic safety facilities at Mutun Beach do not meet the standards of Law no. 22 of 2009, due to unclear road markings and the absence of sidewalks, zebra crossings, bicycle lanes and bus stops. Safety and security facilities at Parangtritis Beach and Baron Beach are in accordance with the 2007 Australian Coastal Public Safety Guidelines, while at Mutun Beach, visitor safety facilities are appropriate, but facilities for lifeguards are not yet complete. Mutun Beach also lacks safety flags, rescue tubes, rescue boards and ring buoys, so it does not fully comply with beach safety guidelines. Tsunami evacuation facilities do not meet the 2014 BNPB guidelines, due to the lack of danger zone signs, safe location instructions, tsunami evacuation maps and early warning sirens. Apart from that, the public toilet facilities at Mutun Beach do not meet the 2016 Indonesian Toilet Association standards, due to their less visible location, toilet doors that do not open outwards, door materials that are easily damaged, and insufficient lighting. Therefore, efforts are needed to complete visitor safety and security infrastructure that is not yet available according to standards.
