Abstract
Information technology is widely used to enhance the ability to distribute, manage, and convey information. Governance is certainly essential for companies because, in the processes that have been implemented, IT governance serves as the main foundation in playing a crucial role in achieving the company's vision, mission, and strategic objectives. The Integrated Library System Lite, or INLIS Lite, is an integrated application managed by the South Sumatra Provincial Library Service. The management of this application aims to provide the best services for users. However, based on interviews with the South Sumatra Provincial Library Service, it is evident that there are still issues being faced, such as the INLIS Lite application frequently experiencing HTML Injection, some devices being inadequate in terms of both software and hardware, and human resources lacking skills in using information technology due to insufficient regeneration. Therefore, an evaluation of the maturity level of IT governance is needed to optimize the use of IT, measure the maturity level, identify shortcomings, and provide improvement recommendations so that the INLIS Lite application can be managed effectively. The measurement of this maturity level uses the COBIT 2019 framework. This research begins with mapping the Goals Cascade domain of COBIT 2019 by identifying stakeholder needs in detail, resulting in three objectives that focus on measuring the maturity level based on existing issues, namely objective DSS05 (Managed Security Services), BAI09 (Managed Assets), and APO07 (Managed Human Resources), for which the capability level of the selected objectives is measured. The results of the maturity level measurement indicate that objective DSS05 is at level 2, objective BAI09 is at level 3, and objective APO07 is at level 2. The gap analysis results show that the South Sumatra Provincial Library Service expects the maximum level for each of its objectives; therefore, improvement recommendations are provided since all selected objectives have not yet reached the expected targets.
