Abstract

Mexico’s entry into NAFTA has brought major reforms in the Mexican Economy. The NAFTA renegotiation aimed to modernize the previous agreement. This process then resulted in the USMCA. Projections show that the USMCA does not bring significant benefits to the Mexican economy. Each country uses foreign policy as an instrument to achieve national interests. In order to achieve national interests, policy makers try to act rationally to maximize profits and minimize losses or risks. This study aims to determine and describe Mexico’s rational reasons for agreeing to the USMCA using Graham Allison’s rational actor model concept. This study uses a qualitative descriptive approach with the main data source being study literature. The result of the study shows that Mexico’s choice to agree to the USMCA is a rational choice. This decision is in line with the views of the Mexican people. Maintaining and securing markets for Mexican products and services is the main factor that drives Mexico to take the decision to agree to the USMCA.
