Abstract

Rubber is one of Indonesia's leading commodities and plays a strategic role in the national economy, particularly as a source of income for rural communities. However, the fluctuating selling price of processed rubber often does not align with the production costs incurred by farmers, thereby affecting their level of welfare. This study aims to analyze the cost of production of processed rubber (bokar), determine the minimum selling price based on production costs, rice prices, and farmers' expenditures, and assess the welfare level of rubber farmers as measured by farm income relative to the Decent Living Needs (KHL) standard in Betung District, Banyuasin Regency. Data collection was conducted in September 2024 using a survey method. The sample size was determined using proportionate stratified random sampling, resulting in 83 respondents. The analysis was carried out in three stages: calculation of the cost of production of bokar, determination of the minimum selling price, and assessment of the Decent Living Needs (KHL) based on Minister of Manpower Regulation No. 18 of 2020. The results show that the production cost of bokar is Rp3,086/kg, while the minimum selling price is Rp12,560/kg. The current average selling price of Rp10,299/kg remains insufficient to meet farmers' basic needs, as reflected by 51.81% of the respondents who fall below the welfare threshold.
