Abstract
The background of this research is the increasingly serious degradation of peatland ecosystems, while peatland restoration policies are often more influenced by the political interests of policy elites rather than the available scientific evidence, resulting in less effective strategies. Therefore, this study aims to analyze the influence of scientific evidence-based policy narratives on policy elite preferences in peatland restoration in Ogan Komering Ilir Regency. The study population includes representatives from the Environmental Agency, village government, non governmental organizations (NGOs), university lecturers, and the regional development planning agency in Ogan Komering Ilir. This research adopts a quantitative approach using a quasi experimental non-equivalent control group design, consisting of a control group and an experimental group, both of which were given pretests and posttests. The intervention in the form of scientific evidence-based policy narratives was given only to the experimental group. The theoretical framework employed combines the Narrative Policy Framework (NPF) and the Advocacy Coalition Framework (ACF). Data were analyzed using t-tests, ANCOVA, and effect size analysis through IBM SPSS Statistics 30.0.0. The results indicate that scientific evidence-based policy narratives do not have a statistically significant effect on policy elite preferences, as shown by both the independent sample t-test and ANCOVA. Although the paired sample test revealed a significant increase in scores, this change cannot be entirely attributed to the intervention. These findings support the ACF assumption that deep core beliefs are highly stable and resistant to change. However, the study also reveals a theoretical gap between theory and empirical results, as resistance to change was also observed at the policy core and secondary beliefs levels, which are theoretically expected to be more adaptable.
