Abstract

ADMINISTRASI KEBIJAKAN KESEHATAN FAKULTAS KESEHATAN MASYARAKAT UNIVERSITAS SRIWIJAYA Skripsi, Maret 2020 Devi Aini Antoni Analisis Kebutuhan Tenaga Kesehatan (Bidan) Berdasarkan Beban Kerja Menggunakan Metode Workload Indicators Of Staffing Needs (WISN) di Puskesmas 11 Ilir Palembang ABSTRAK Fasilitias pelayanan kesehatan Puskesmas perlu didukung dengan perencanaan yang baik dalam hal pemenuhan tenaga bidan, dimana bidan memiliki peran penting dalam pelayanan kesehatan ibu dan anak. Kunjungan pasien di Puskesmas 11 Ilir Palembang pada poli KIA pada tahun 2018 tergolong tinggi (49.270) dengan ketersediaan bidan yang ada. Tujuan dari penelitian ini ialah untuk mendapatkan kebutuhan bidan yang optimal berdasarkan beban kerja dengan metode WISN. Metode penelitian ini merupakan penelitian deskriptif dengan perhitungan WISN serta wawancara. Sampel pada penelitian ini ialah bidan di Puskesmas 11 Ilir Palembang sebanyak 5 orang bidan. Jenis data yang digunakan ialah data primer dan data sekunder. Data disajikan dalam bentuk tabel dan narasi untuk intrepretasikan data tersebut. Hasil Penelitian ini menunjukkan bahwa beban kerja pada bidan di Puskesmas 11 Ilir sebesar 119.4200 pasien untuk kegiatan produktif dengan kebutuhan bidan sebanyak lima orang. Kesimpulannya bahwa beban kerja bidan yang meliputi kegiatan produktif langsung, kegiatan produktif tidak langsung dan kegiatan non produktif yang dilakukan dengan jumlah bidan yang ada saat ini di Poli KIA sudah cukup ideal. Saran pada penelitian ini ialah sebaiknya Puskesmas 11 Ilir Palembang dapat melakukan pengembangan SDM bagi tenaga bidan yang ada sehingga menjadi lebih berkompeten dalam hal pemberian pelayanan kesehatan. Thus the necessity of solving the problem of the lack of availability of midwives namely by planning needs of health workers. Planning the needs of midwives is using the workload indicators of staffing needs (WISN) method. Research carried out is to use a descriptive study with observation, interviews and review of documents. Calculation of health workers is done by calculating WISN. The samples in this study was the midwife at Poli KIA many as 5 people. The data used is primary data and secondary data. The data is presented in tabular form and narration to intrepret the data. The results of this study indicate that the Business Day provided is as much as 275 days with the working time of 99.000 min / year. The work unit under investigation is Poli KIA with HR category midwife. The main activities of midwives are divided into three namely langung productive activities, are not directly productive activities, as well as non productive activities / looseness. Poli KIA needs midwives in health centers is 11 Ilir Palembang are HR 5. The conclusion that the workload of midwives include direct productive activities, are not directly productive activities and non-productive activities carried out by the number of midwives that exists today in Poli KIA already quite ideal. Suggestions in this study was 11 Ilir Palembang PHC should be able to meet the needs of midwife in Poli midwives KIA with fixed or PNS.
