Abstract

The background of this research is the implementation of the Computer-Based National Examination in Palembang, South Sumatra. Based on the Minister of Education and Culture regulation in Permendikbud Number 4 of 2018 article 8 paragraph 2 reads "the implementation of the National Examination be preferred through the Computer-Based National Examination." UNBK has been implemented in all high school located in Palembang. However, out of 135 number of high schools, 34 schools have not yet implemented the Computer Based National Examination independenty. The purpose of this reseach was to see the comparison of the implementation of the Computer-Based National Examination. The researcher took two locations as samples: school that have implemented UNBK independently (SMAN 17) and school that have not implemented UNBK independently (SMA 12), or in other words still using other school’s facilities. This research is a descriptive research with qualitative approach. Data collection techniques used in this research are interview, observation and documentation. In order to discuss the result of this study, researcher used Ripley and Franklin's policy implementation theory. There are three aspects affecting the successful of policy implementation by Ripley and Franklin: the level of compliance, the smooth routine functions, and the desired impact and performance. The results of this research showed that UNBK policy implementation at SMAN 12 and SMAN 17 in Palembang was sufficiently implemented according to the three aspects of implementation that Ripley and Franklin proposed. But there were discrepancies between these two schools in conducting the UNBK, which are in term of facilities and infrastructure preparation. Because of SMAN 12 is still using other’s school facility, this school only needs one month for preparation, compare to SMAN 17 which needs at least two months to prepare. From this study, the researcher suggested that the government re-evaluates the implementation of the Computer-Based National Examination. Because, although it has been implemented since 2015, there are still areas that have not yet implemented UNBK, either independently, not independently or paper and pencil-based test.
