Abstract

Pada semester pertama tahun anggaran 2019, Distrik Navigasi Kelas I Palembang hanya berhasil menyerap 25,33% dari 49,93% jumlah anggaran yang telah direncanakan sebelumnya. Penelitian ini dilakukan untuk mengetahui Faktor-faktor Penyebab Rendahnya Penyerapan Anggaran Tahun Anggaran 2019 Distrik Navigasi Kelas I Palembang. Teori yang digunakan adalah konsep dari Herriyanto yaitu faktor yang mempengaruhi penyerapan anggaran kementerian/lembaga yang meliputi faktor perencanaan, faktor administrasi, faktor pengadaan barang dan jasa serta faktor sumber daya manusia. Metode penelitian yang digunakan yaitu deskriptif kualitatif. Teknik pengumpulan data terdiri dari wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukan bahwa faktor yang menyebabkan rendahnya penyerapan anggaran Distrik Navigasi Kelas I Palembang Tahun Anggaran 2019 ialah faktor perencanaan kegiatan yang tidak tepat dan berakibat pada keterlambatan pendelegasian wewenang. Saran penelitian ini adalah supaya Distrik Navigasi Kelas I Palembang lebih mempersiapkan perencanaan dengan tepat.
