Abstract

This study aims to look at Flypaper Effect on Government Expenditures in the Southern Sumatra Province. Flypaper Effect is a condition where the regional government in implementing regional development tends to depend on transfer funds from the central government because in general the Regional Revenues generated by a Province are low. The data used in this study are secondary data, namely data from 2008 to 2017. The analysis techniques used in the study are quantitative and qualitative analysis techniques, where quantitative analysis uses panel data regression. The results of this study indicate that the Regional Revenue has no significant effect on Regional Expenditures in the Southern Sumatra Province and for the Balancing Fund has a positive and significant effect on Regional Expenditure in the Southern Sumatra Province. Flypaper Effect occurs in the Southern Sumatra Province with the influence of the Regional Revenue value of 0.167435 smaller than the pengereruh variable Balancing Fund amounting to 1.530418.
