Abstract

This research discusses the implementation of the policy on the execution of the Civil Servant Candidates test at the Personel and Human Resources Agency of Ogan Ilir Regency 2019. This research is motivated by various phenomena, namely the vacancy in the formation of employees, seeing the role of BKPSDM, and how to carry out the Civil Servant Candidate test use a Computer Assisted Test (CAT)-based selection system during the Covid-19 pandemic in Indonesia and even the world. This study uses a regulatory basis from the Head of the State Civil Service Agency Number 14 of 2018 concerning Technical Instructions for Procurement of Civil Servants. This type of research is descriptive using qualitative research methods. These types of data use are primary data and secondary data, while data collection techniques are through observation, interviews, documentation, and literature study. This study uses the theory of Purwanto and Van Meter Van Horn. The results of this study indicate that this policy has been running quite well. That can be seen from the test implementation policy by the Regulation of the Head of the State Civil Service Agency Number 14 of 2018, from the dimensions proposed by Purwanto and Van Meter Van Horn that already exist and are carried out quite well even though there is still need for improvement in every aspect. Suggestions become recommendations for input in this research are increasing the socialization of policies for the implementation of the CPNS test more massively, improving coordination more routinely both to the central government, regional governments, fellow BKPSDM employees, and other agencies, conducting coaching and training to each test implementation committee CPNS to understand this policy and be able to do cross-sectoral work in their fields, Ogan Ilir district has adequate personal facilities and infrastructure to support the policy of implementing the CPNS test in the years to come and to improve monitoring, review, and periodic evaluation of the implementation of the Regulation of the Head of the State Civil Service Agency Number 14 of 2018 and other supporting regulations.
