Abstract

This study aims to discuss the phenomenon of Citizenship by Investment and analyze the impact of the Citizenship by Investment program for St Kitts & Nevis Country. The author uses the theory of program impact evaluation proposed by Kurt Finsterbusch and Annabelle B. Motz (1980) which is derived from organizational impact and divided into direct impacts and indirect impacts. The research method used is descriptive-qualitative analysis method. The source of data used by the author is a literature study by collecting secondary data. The data collection technique was carried out by collecting secondary data in the form of research, interviews, uploads and publications on the official website of the St. Kitts & Nevis government. The results of this study indicate that the Citizenship by Investment program has a positive impact on St. Kitts & Nevis both directly and indirectly. The direct impact is the allocation of program funds to St Kitts & Nevis constant GDP in 2014-2020. For indirect impact on the development of real estate sector indicator, is the construction of 42 real estate buildings in the form of apartments, villas, hotels and condominiums in St Kitts & Nevis, while on the indicator of development of the public infrastructure sector and social-community sector are in the form of job creation, construction of main roads, post-disaster recovery and the Covid-19 pandemic Aid.
