Abstract

This study discusses the analysis of the impact of sea transportation policies during the Covid-19 pandemic. The study at the Bakauheni ferry port in Lampung, this study aims to determine the impact of the enactment of the policy of limiting sea transportation on the Eid homecoming 2020 at the Bakauheni port of Lampung. The method in this study uses descriptive qualitative data collection techniques through observation, interviews, documentation. In its analysis, this study uses Dye's theory which provides five dimensions of policy impact, namely the impact on public problems or the groups involved, the impact on situations or groups other than the target. Impact on the future and current direct conditions, direct costs to finance policies, indirect costs, lost opportunities to do other things. The results of this study indicate that the existence of this restriction policy has an impact on reducing community mobility during the Lebaran homecoming season, the effect is relatively safe due to the Covid-19 virus examination, but in Lampung province, there is still an increase in positive cases, for PT. ASDP Bakauheni has an impact on reducing the number of users and the amount of revenue, but can still survive with the implementation of cost-efficiency. For residents of the community around the port such as traders, porters, and transportation drivers, it has the impact of reduced income and difficulty meeting needs during fasting and approaching Eid due to loss or reduced income during restrictions.
