Abstract
This study discusses "Implementation of the Drug Abuse Prevention Program in the Covid-19 Pandemic Situation at the Youth and Sports Office of South Sumatra Province". This study aims to find out how the implementation of the outreach program or socialization of the Prevention of Drug Abuse based on Presidential Instruction No. 6 of 2018 concerning the National Action Plan for the Prevention and Eradication of Narcotics Abuse and Illicit Trafficking is running in accordance with the Presidential Instruction or inversely. This study uses a qualitative descriptive method using the theory of policy implementation Van Meter and Van Horn which states to see an implementation there are six variables that affect implementation performance, namely standards and objectives of policies, resources, communication between organizations and drivers of activity, characteristics of implementing agents, social, economic and political conditions, disposition of implementors. The results of this study indicate that the implementation of the Drug Abuse Prevention Program in the Covid-19 Situation at the Youth and Sports Office of South Sumatra Province has been carried out in accordance with the president's instructions, value of an extension or socialization program based on an assignment letter and the South Sumatra Province Youth and Sports Office Annual Plan. However, in its implementation it has not run optimally, especially in 2020, the program has not been implemented at all. There are factors that influence the non-optimal implementation. These factors are the COVID-19 pandemic which has not been controlled in Indonesia, especially in the South Sumatra Province. The recommendations given are that the Drug Abuse Prevention Program can be implemented with virtual zoom, meet and others, Conducting coaching in youth groups or organizations with the vibrant dangers of drugs by making creative videos, and Creating opinion spaces about the dangers of drugs for the younger generation, such as; opinions, murals, posters and so on. With this, the counseling program or socialization of the dangers of drugs will continue to be carried out even in the conditions of the Covid-19 pandemic.
