Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui bagaimana efektivitas penyaluran Dana Bagi Hasil (DBH) di Badan Pengelola Keuangan dan Aset Daerah Provinsi Sumatera Selatan. Latar belakang penelitian ini adalah terhambatnya penyaluran DBH dikarenakan waktu yang ditentukan tidak sesuai dengan yang terjadi dilapangan. Penelitian ini menggunakan teori efektivitas kerja dari Saleh yang terdiri dari empat dimensi yaitu keterlibatan, konsistensi, kemampuan adaptasi, dan misi. Metode penelitian yang digunakan ialah metode deskriptif kualitatif dengan teknik pengumpulan data dokumentasi, observasi, dan wawancara. Dari hasil penelitian dan pembahasan menghasilkan kesimpulan bahwa dalam menjalankan penyaluran DBH dijalankan sesuai dengan SOP yang ditentukan. Namun, ditemukan permasalahan bahwa adanya penghambat dalam penyaluran DBH yaitu berkas yang menumpuk, lamanya penandatangan gubernur terkait persetujuan penyaluran DBH, dan waktu pelaksanaan prosedur yang tidak sesuai dengan SOPnya. Selain kemampuan adaptasi pegawai yang belum maksimal sehingga belum adanya upaya yang dilakukan untuk mengatasi permasalahan tersebut dan membuat penyaluran DBH lebih cepat. Hasil penelitian ini merekomendasi bahwa BPKAD Provinsi Sumatera Selatan hendaknya meningkatkan kemampuan pegawai dalam mengatasi permasalah waktu terkait SOP serta lebih menekankan agar pegawainya ikut dalam pelatihan teknis dibidang pengelolaan keuangan daerah. Kata Kunci: Penyaluran, Dana Bagi Hasil, Standar Operasional Prosedur ABSTRACT This study aims to determine the effectiveness of the distribution of Revenue Sharing Funds (DBH) in the Regional Financial and Asset Management Agency of South Sumatra Province. The background of this research is the delay in the distribution of DBH because the time specified is not by what is happening in the field. This study uses Saleh's theory of work effectiveness which consists of four dimensions, namely involvement, consistency, adaptability, and mission. The research method used is descriptive qualitative method with data collection techniques documentation, observation, and interviews. From the results of research and discussion, it is concluded that in carrying out the distribution of DBH, it is carried out by the specified SOP. However, it was found that the problem was that there were obstacles in the distribution of DBH, namely the piling up of files, the length of time the governor signed the approval for the distribution of DBH, and the timing of the implementation of procedures that were not by the SOP. In addition to the adaptability of employees who have not been maximized no efforts have been made to overcome these problems and make the distribution of DBH faster. The results of this study recommend that the BPKAD of South Sumatra Province should improve the ability of employees to overcome time problems related to SOPs and emphasize more that their employees participate in technical training in the field of regional financial management.
