Abstract

This study examines the "Implementation of the Palembang Mayor’s Decree Number 44 of 2019 concerning the Integrated Dynamic Archiving Information System through the Service Manuscript Information System Application (SINDI) in the Protocol and Communication Section of the Leadership of the Palembang City Regional Secretariat". The background of this research problem is that there are obstacles and problems in running the SINDI which result in several incoming letters being delayed (deley), SINDI supporting facilities that have not been accommodated and lack of employee understanding of the SINDI which fully cannot be utilized properly. This research uses implementation theory from Ripley and Franklin where according to Ripley and Franklin there are 3 perspectives to measure the success of policy implementation, namely first the level of compliance with applicable regulations, the smooth routine of functions and the absence of maslaah, as well as the realization of desired performance and impact. Based on data analysis, impelemnation The SINDI phas been running in accordance with applicable regulations since the issuance of the SINDI in 2020, such as inputting incoming mail document data using a computer via the SINDI web, digital archives of official manuscripts, numbering of official manuscripts and electronic signatures. The results of this study, it is recommended that the implementation of the SINDI Application can be improved again how the SINDI system works, the good use of SINDI, the SINDI facilities that facilitate so that the SINDI Application can run in accordance with the desired goals.
