Abstract
This study aims to determine the characteristics of the assessment instrument at SDN 59 Palembang and produce an instrument for assessing learning outcomes in the form of HOTS-oriented objective questions in the form of multiple choice questions that can be used on the 7th sub-theme of the beautiful cultural diversity of my country in class IV which has been tested for validity. This study used the Research and Development method with the modified 3D Define, Design and Develop development model. The results showed that SDN 59 Palembang had used test and non-test assessment instruments, and which were often used in the form of multiple choice questions and Then the researcher succeeded in developing HOTS questions as many as 50 questions which were stated to be very valid with a percentage of 96.3%. So that it can be used to see the level of understanding and higher order thinking skills of grade IV elementary school students.
