Abstract

Belt and Road Initiative is definitely one of China's main foreign policies of the decade. China embarked on efforts to realize the Belt and Road Initiative in Indonesia, one example of which is to engage in public diplomacy outreach. In this study, which is related to the case study of Kualanamu International Airport in Medan. The Kualanamu International Airport is expected in China's public diplomacy process to achieve its target among the international public. Indonesia seems to be a country where China has succeeded in forming public opinion in accordance with its national image. It is an optimal process through the proper use of public diplomacy in its instruments . instrument can work well in accordance with the concept of Chinese public diplomacy, which is to be able to build self-image and obtain output from its international public such as Indonesia. This study tries to describe the concept of diplomacy, especially public diplomacy using the framework of public diplomacy analysis by Eytan Gilboa with the instruments including: 1. Years, 2. Relationship, 3. Building Favorable Conditions, 4. Cultural Diplomacy, 5. Branding.
