Abstract

Vulnerability is a condition of being weakened on a community or system to resist a hazard when a disaster has occurred. One of the common disasters to occur is a flood. In Palembang, areas which are potentially to be flooded, including Kelurahan 9 Ilir, Kecamatan Ilir Timur III, Palembang. The purpose of this research is to analyze the vulnerability of the locals against a flood based on vulnerability aspects (social, economic, physical, and environment), and to create a plan on overcoming the problem on Kelurahan 9 Ilir, Kecamatan Ilir Timur III, Palembang. On this research, the indicator used for assessing the vulnerability aspects are based on Perka BNPB No.2 2012 and DAS Scale Method by considering the condition of each area. Results of this research shows the different vulnerability levels on each aspect which categorized as medium on socio-economic aspect, and categorized as low on physical aspect. Specifically, for vulnerability analysis on environmental aspect, it used a qualitative assessment. The total value of vulnerability of the locals against the flood on Kelurahan 9 Ilir and Kecamatan Ilir Timur III Palembang is classified on a medium category. Thus, in order to reduce the vulnerability level of the locals against a flood on Kelurahan 9 Ilir, Kecamatan Ilir Timur III, Palembang, solution offered, including structural and non structural plan.
