Abstract

The research in this thesis is motivated by problems related to policy implementation. In terms of istitha'ah the health of the pilgrims in 2016 there were still candidates for pilgrims who were not istitha'ahin the implementation of embarkation in Palembang city. The aim of this study was to find out how the implementation of the PERMENKES policy No. 15 of 2016 in the framework of the health examination of the pilgrims of Palembang city before departing at the Embarkation of Palembang city. The research method used in this study is a qualitative descriptive-research method with data collection techniques including interviews and documentation analyzed by validity test using data triangulation. This research uses the theory of Ripley & Franklin. The results of this study state that the implementation of the health examination of the pilgrims of Palembang City before departing at the embarkation of Palembang city did not go well.
