Abstract

The objective of this study was to find out the picture and obstacles in implementing the drug abuse prevention strategy among the higher education students in Palembang which was conducted by Palembang Narcotics Agency. This study was a qualitative research. This study focused on guiding the implementation of drug abuse prevention strategy among higher education students based on the implementation strategy explained by Wheelen and Hunger (2012:69). The data analysis technique used in this study was descriptive qualitative providing a trend or phenomenon on a particular condition based on the analysis of primary and secondary data obtained through observation and interview. From the result of this study, it could be concluded that the Implementation of drug abuse prevention strategy among the higher education students in Palembang on the Narcotics Agency in Palembang city was not optimal. This conclusion could be observed from the following indicators: (1) the drug abuse prevention program established by BNK Palembang did not cover all higher educational institutions in Palembang; (2) the drug abuse prevention program were not fully supported by all higher educational institutions in Palembang; (3) many obstacles occured during the drug abuse prevention program and activity; (4) the budget had been planned in accordance to the needs of this program. However, the budget planning were not supported by accurate data and information; (5) the accountability of this program had been conducted and discussed during the meeting with the Government of Palembang and the House of Representatives' Commission 1; and (6) in enforcing the prevention activity and planning and implementing the budget, BNK Palembang had been in accordance to the standardized operational procedure which became the reference and guidance in establishing and conducting them.
