Abstract
Since 2018, the United States has adopted several protectionist trade policies. Some of them are the imposition of tariffs on aluminum imports and the termination of the GSP status of several of its trading partners. The United States as one of the pioneering countries in the formation of the WTO which aims to facilitate the world trade liberalization has imposed policies that are contrary to the principle of free trade. The theory used is the Hegemonic Stability Theory which explains that a hegemonic country such as the United States will undertake policies based on its own interests, and the concept used is Economic Nationalism which describes the form of protectionist trade policies taken by the United States. This study aims to find out what causes the United States to adopt protectionist trade policies by looking at the factors that exist in the international trade system. This research is also explanatory and uses inductive analysis techniques. The results of this research indicate that the reason why the United States has adopted protectionist trade policies is the trade losses due to the rules that give preferential treatment to developing countries in the WTO. This rule is used as a legitimacy by China in its aluminum industry policy which harms the aluminum industry in the United States and by India in its import policy that restricts market access for dairy products from the United States
