Abstract
Community- Led total sanitation, abbreviated as CLTS, is an approach to changing behavior, hygiene and sanitation through community empowerment by triggering one of the government's programs to achieve the 6th sustainable development goals (SDGs), namely stop open defecation. The Ogan Komering Ilir district health office in 2019 reported that 74.3% were still practicing open defecation in the working area of the Awal Terusan Health Center. The purpose of this study was to find out the implementation of the ST program, especially the first pillar, namely Stub Babs at the Awal Terusan Public Health Center, Sirah Pulau Padang sub-district, Ogan Komering Iir district. through implementation variables, namely the content of implementation and the program policy environment (context of implementation) proposed by Merilee S. Grindle. Research informants consisted of 18 people who were selected based on the principles of suitability and adequacy. Data collection was carried out through in-depth interviews, observation and document review. Validity test using triangulation of sources, theories and methods. Data analysis was carried out by content analysis. The results of this study indicate that in the content of implementation component the parameters of interest that influence policy are low-income communities, characteristics of water areas and hereditary culture of the community, which have an impact on program implementation. The context of implementation component, namely the characteristics of the institution and coordinating stakeholders in terms of monitoring has not been fully carried out, in this case there is no monitoring team who is given the responsibility to carry out periodic monitoring. Regarding the level of compliance and response parameters from program implementers, 74.3% of the community still had open defecation (ODFF) that had not achieved the expected results. The suggestion from the head of the Awal Terusan Health Center is to monitor and supervise the level of compliance of the people participating in the triggering process.
