Abstract

In an effort to overcome land problems in Muara Enim Regency, the Government has launched a program with the aim of providing legal certainty to landowners in Muara Lawai Village. This program aims to facilitate the process of obtaining certificates of land rights so that the community can be assisted more. The selected program is Complete Systematic Land Registration (PTSL) and Complete Village as the main target of implementation. This study uses a descriptive method with a qualitative approach. Data was collected through interviews, observation and documentation related to the implementation of the PTSL program. The data obtained were then analyzed qualitatively by applying the theory put forward by Van Meter and Van Horn, including policy standards and objectives, resources, communication between organizations, characteristics of implementing agents, social and economic conditions, and implementor dispositions. The results of the study show that in general, the implementation of the PTSL program at the Muara Enim District Land Office has been going well. However, there are several obstacles that affect the smooth implementation of this program. One of the inhibiting factors is the lack of adequate facilities and infrastructure, as well as low public awareness in fulfilling administrative requirements. As a result, the implementation of the PTSL program in Muara Enim Regency has been slow.
