Abstract

After the end of Siyad Barre's government in 1991, a power vacuum has developed in Somalia.As a result, there was a power struggle between political elites, warlords, and religious leaderswho wanted to create peace in Somalia. Then came a rebel named Al-Shabaab in 2006 with theaim of wanting to carry out a rebellion against the Somali government and to establish an Islamicstate. During this civil war, children in Somalia were used as soldiers by militant groups. Theoccurrence of the recruitment of child soldiers or what can be called a Child Soldier. UNICEF asan International Organization with the aim of protecting children with its mandate that is no childleft behind, UNICEF promises to uphold children's rights throughout the world. Using theconcept of the Role of International Organizations put forward by Clive Archer by using threecategories, namely instruments, arenas, and independent actors. The use of descriptivequalitative method is to clearly describe the problem under study. So that we can find out the roleUNICEF, namely by using the Action Plan program which aims to reduce the number of childsoldiers recruited in Somalia. Keywords: Child Soldier, Al-Shabaab, UNICEF
