Abstract

Penelitian ini bertujuan untuk mengetahui tingkat keefektifan penerapan sistem pemotongan TPP pada PNS dan CPNS tidak disiplin di Dinas Kebudayaan dan Pariwisata Provinsi Sumatera Selatan. Fokus penelitian yang akan dibahas oleh penulis ialah Sistem Pemotongan TPP (Tambahan Penghasilan Pegawai) PNS dan CPNS Tidak Disiplin di Dinas Kebudayaandan Pariwisata Provinsi Sumatera Selatan. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif. Penelitian ini menggunakan dua jenis sumber data yaitu data primer dan data sekunder. Data primer adalah data yang diambil dari pengamatan langsung di instansi dengan mencatat secara sistematis, mendokumentasikan kegiatan dan juga dengan wawancara langsung terhadap pegawai yang bekerja di lingkungan instansi. Data sekunder adalah data penunjang yang di dapat dari instansi berupa laporan – laporan yang mendukung untuk bahan penelitian. Sumber data dari peneIitian ini didapatkan dari instansi, jurnal, buku – buku, dan internet yang sumbernya terpercaya dan mempunyai hubungan dengan masaIah yang akan diteliti. Teknik pengumpulan data yang digunakan penulis dalam penelitian ini yaitu dengan cara observasi, wawancara, dan dokumentasi. Berdasarkan data yang penulis dapat terkait pegawai yang tidak disiplin, dari 14 pegawai, hanya ada 2 pegawai yang terkena pemotongan TPP dan hal ini dapat disimpulkan bahwa dengan dasar kebijakan Keputusan Gubernur Sumatera Selatan Nomor : 439/KPTS/VII/2023 tentang Pemberian Tambahan Penghasilan Pegawai Kepada Pegawai Negeri Sipil Dan Calon Pegawai Negeri Sipil Di Lingkungan Pemerintahan Provinsi Sumatera Selatan hal ini menjadikan system pemotongan TPP di Dinas Kebudayaan dan Pariwisata Provinsi Sumatera Selatan sudah efektif dan terlaksana dengan sebagaimana mestinya, tetapi memang ada beberapa oknum saja yang pada dasarnya menyepelehkan peraturan tersebut, terbukti ada 12 dari 14 sampel pegawai yang tetap menaati peraturan yang diberlakukan ini. Kata Kunci : Tambahan Penghasilan Pegawai, PNS dan CPNS tidak disiplin. This research aims to determine the level of effectiveness of implementing the TPP deduction system for undisciplined civil servants and CPNS at the South Sumatra Province Culture and Tourism Office. The focus of the research that will be discussed by the author is the TPP (Additional Employee Income) Deduction System for Undisciplined Civil Servants and CPNS at the Culture and Tourism Office of South Sumatra Province. The type of research used in this research is qualitative research. This research uses two types of data sources, namely primary data and secondary data. Primary data is data taken from direct observation in the agency by systematically recording, documenting activities and also by direct interviews with employees who work in the agency environment. Secondary data is supporting data obtained from agencies in the form of reports that support research material. The data sources for this research were obtained from agencies, journals, books and the internet which are reliable sources and are related to the problem to be researched. The data collection techniques used by the author in this research were observation, interviews and documentation. Based on data that the author obtained regarding undisciplined employees, out of 14 employees, only 2 employees were affected by TPP cuts and it can be concluded that based on the policy of South Sumatra Governor Decree Number: 439/KPTS/VII/2023 concerning Providing Additional Employee Income To Civil Servants and Prospective Civil Servants in the South Sumatra Provincial Government, this means that the TPP deduction system at the South Sumatra Province Culture and Tourism Service is effective and implemented as it should be, but there are some individuals who basically trivialize these regulations, It was proven that 12 of the 14 sample employees continued to comply with the regulations in force.
