Abstract

This thesis is entitled “Implementation of free Legal Aid Policy For The Poor in Palembang City”. This research is motivated by the lack of socialization of legal aid and the providing legal aid in terms of accompaniment that starts from the stage of investigation. This research aims to find out the Implementation of Free Legal Aid Policy For The Poor in Palembang City. This research uses the theory of the public policy implementation according to Charles O Jones. There are 3 main activities in public policy implementation, namely organization, interpretation and application. The used research method is a qualitative descriptive method. Data sources are obtained from primary data and secondary data. Data collection method is by observation, interview and documentation. The results of this research are viewed by the theoretical perspective, including : (1) organization, in this aspect there are indicators of financial resources which are still insufficient for legal aid institutions to provide legal assistance to recipient of legal aid. The provided funds are not sufficient for legal aid institutions or legal assistances. (2) interpretation, the provision of legal aid through the accompaniment for the recipients of legal aid by legal aid institutions has not been in accordance with the wxisting legal aid proceduures and standards. There is still no procedures clarity about the category of poor for the recipients of legal aid in civil cases. (3) Application or application, socialization of legal aid policies does not extend to all groups. The socialization was carried out only focusing on the Correctional Institution and did not spread to the community. This study suggests that the implementation of the Free Legal Aid Policy for the poor in Palembang City can run well, so it should be equipped with Operational Standards Procedure so that assistance can be carried out in a procedure, and efforts should be made to increase the budget for legal aid recipients, and legal counseling in the community such as at the sub-district, and county levels.
