Abstract

The purpose of this research are (1) to identify the social and economic conditionof pengemin’s lebak lebung auction, (2) to identify implementation condition of lebaklebung auction that doing by pengemin, (3) to analyze pengemin’s perception of lebaklebung auction policy, (4) to formulate and determine of wisdom development strategy forlebak lebung auction in Cala Lake Village Musi Banyuasin Regency. This research was held in Cala Lake Village Musi Banyuasin Regency. The method used in this research is survey method. The data was collected in this researchsuch as primary data and secondary data. The primary data is the data which obtained of direct interview with pengemin, while the secondary data is the data which obtained of another sources that support and related into this research. The data obtained in the fieldis processed mathematically, presented in tabulation, then explained descriptively according to purpose of this research. Socio-economic conditions of pengemin in Cala Lake Village Musi Banyuasin Regency. In terms of average’s ages is between 45 years old. In terms of pengemin’s education only completed education to elementary. In terms of income, the average income of pengemin is around Rp.1.000.000 – Rp.10.000.000 each year with assets that are all owned by the pengemin is home, electronic equipment, communication equipment, and motorcycle and in terms of savings, pengemin saving of Rp. 2,000,000 - Rp. 5,000,000 in a year. (2) Still found the implementation of a lebak lebung auction that is not done well by pengemin. (3) The perception of the bride to the auction policy of lebak lebung in the village of Lake Cala with an average score of 70.05 and included in either category. (4) The result of the SWOT analysis is found to be positioned in quadrant I to implement the S-O or progressive strategy, first using the old law by exploiting the existing opportunities to develop.
