Abstract

Indonesiafaces challenges oflow-carbon emissions and development that does align with green economic growth. To address this, Indonesia ratified the Paris Agreement and subsequently implemented it into national policies. This research airns to analyze the effectiveness of the Paris Agreement in realizing green economy and low-carbon development. The research method employed is qualitative, utilizing the regime effectiveness theory. Thefindings indicate that the Paris Agreement in Indonesia has ejfectively achieved green economic development and low-carbon growth. In terms ofoutput, the adoption ofthe agreement led to theformulation ofsignificant national policies, such as LawNo.I6 of2016 and Presidential Regulation No.71 of2011, later replacedbyPresidential Regulation No.9S of2021. In the outcome indicator, the implementation ofmitigation actions through RANGRK and RAD-GRK has yielded tangible results by reducing carbon emissions, involving active participation from the Central government, regions, and the public. Lastly, in the impact indicator, the application of national policies and behavioral changes through mitigation actions has successfully reduced carbon emissions, realized not a green economy, and promoted sustainable development. Thus, this research concludes that the Paris Ag/ eement effectively supports apositive transformation toward low-carbon development in Indonesia.
