Abstract

Implementation of KRIS is a mandate from Law no. 40 of 2004 concerning SJSN which states that services will be provided based on standard classes for inpatient participants. The existence of the KRIS policy has led to changes in the standardization of inpatient rooms that must be met, so that not all hospitals are ready to implement KRIS. The aim of this research is to analyze policy implementation plans and stakeholder perceptions in implementing KRIS at hospitals in Palembang using a system approach (input and process). This research is qualitative research with a descriptive design. The research informants were the head of hospital surgery, the health services section at the Palembang Health Office, and the HR section at BPJS Health Palembang. Data collection methods are in-depth interviews, observation and documentation. The results of the research show that the input indicators, namely human resources, funds, infrastructure and KRIS guidelines at Siti Fatimah Hospital are in accordance with standards and are adequate and there are no obstacles. Meanwhile, Muhammadiyah Hospital is experiencing budget constraints and infrastructure is not yet up to standard, such as there are no bathrooms inside. In process indicators (POAC), preparation includes KRIS socialization, coordination meetings, and room supervision. However, Siti Fatimah Hospital has not yet developed a special strategy. It was concluded that Siti Fatimah Hospital was ready to implement KRIS, but did not yet have a strategy for preparing KRIS. Muhammadiyah Hospital is not yet ready because the facilities and infrastructure do not fulfill the 12 KRIS criteria. The suggestion for the government is to immediately establish clearer KRIS regulations. Suggestions for Muhamadiyah Hospital is to apply for funds to the foundation. Suggestions for Siti Fatimah Hospital is to continue preparations for KRIS so that it can be carried out well.
