Abstract

Background: Fire is a disaster/calamity caused by fire and can occur anywhere and anytime. This includes Puskesmas (Primary Health Care Centers) because activities at Puskesmas involve many medical and non-medical hazards that can lead to fires. Identifying fire hazards is important to initiate fire preparedness. Objective: This study aims to analyze the preparedness of Puskesmas for emergency response to fire disasters in Tanjung Jabung Barat District, Jambi Province. Method: This research used a qualitative method, described in a research onion based on the Context, Input, Process, Product (CIPP) evaluation model by Stufflebeam. There were 12 informants selected based on data suitability, sufficiency, and saturation criteria. Data collection was conducted from October to November 2023 in Tanjung Jabung Barat District, covering the work areas of Teluk Nilau Inpatient Puskesmas and Tungkal 2 Puskesmas. Data were collected through in-depth interviews, non-participatory observation, and document review, then analyzed thematically. Results: The results of the context evaluation show that the implementation, objectives, and program factors have been achieved, but are hindered by staff who are not competent in OHS. Conclusion: Input evaluation reveals that funding and infrastructure are sufficient, but recording technology for reporting systems is not available. Most Puskesmas have disaster response teams; budgeting utilizes Puskesmas funds, and some infrastructure such as detectors, fire alarms, and evacuation aids are sufficient. Finally, fire preparedness in each Puskesmas follows Ministry of Health standards.
