Abstract

BUMDes have an important role in driving economic development at the village level, because they can be a driving force for increasing community income through activities that utilize local potential. Therefore, good management is needed in managing BUMDes institutions to increase economic development in the village. This research aims to determine, identify and analyze the institutional strengthening of BUMDes Artha Prima in economic development in Jaya Bakti Village, Mesuji District, Ogan Komering Ilir Regency. The research method used is a qualitative descriptive research method with data collection through interviews, observation and documentation. To analyze the institutional strengthening of Village-Owned Enterprises (BUMDes) in village economic development (Study at BUMDes Artha Prima Jaya Bakti Village, Mesuji District, Ogan Komering Ilir Regency) the theory of institutional strengthening according to Grindle (1997) is used which is divided into 3 dimensions, namely individual development, strengthening organization, strengthening institutional reform. The results of this research indicate that the institutional strengthening of BUMDes Artha Prima in implementing institutional strengthening for village economic development has not been successful because it is still constrained by aspects of the dimensions of individual development and organizational strengthening. This can be seen from the lack of training for administrators, the occurrence of poor working climate conditions among BUMDes administrators, as well as a recruitment process that is not in accordance with the regulations. Then it is not supported by an incentive system for capable administrators, leadership is not fully responsive in handling problems, personnel utilization is not optimal, and communication is not optimal between BUMDes administrators. Keywords: Institutional Strengthening, BUMDes, Village Economy BUMDes memiliki peran penting dalam menggerakkan pembangunan ekonomi di tingkat desa, karena dapat menjadi motor penggerak untuk meningkatkan pendapatan masyarakat melalui kegiatan usaha pemanfaatan potensi lokal. Oleh karena itu dibutuhkan manajemen yang baik dalam mengelola kelembagaan BUMDes untuk meningkatkan pembangunan ekonomi di desa. Penelitian ini bertujuan untuk mengetahui, mengidentifikasi, dan menganalisis penguatan kelembagaan BUMDes Artha Prima dalam pembangunan ekonomi di Desa Jaya Bakti Kecamatan Mesuji Kabupaten Ogan Komering Ilir. Metode penelitian yang digunakan adalah metode penelitian Deskriptif Kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Untuk menganalisis penguatan Kelembagaan Badan Usaha Milik Desa (BUMDes) dalam pembangunan ekonomi desa (Studi pada BUMDes Artha Prima Desa Jaya Bakti Kecamatan Mesuji Kabupaten Ogan Komering Ilir) digunakan teori penguatan kelembagaan menurut Grindle (1997) yang dibagi menjadi 3 dimensi yaitu pengembangan individu, penguatan organisasi, penguatan reformasi institusi. Hasil penelitian ini menunjukkan bahwa penguatan kelembagaan BUMDes Artha Prima dalam pelaksanaan penguatan kelembagaan untuk pembangunan ekonomi desa belum berhasil karena masih terkendala pada aspek dimensi pengembangan individu dan penguatan organisasi. Hal ini dilihat dari minimnya pelatihan bagi pengurus, terjadinya kondisi iklim kerja yang belum baik antar pengurus BUMDes, serta proses rekruitmen yang belum sesuai dengan aturan. Kemudian tidak didukung oleh sistem insentif bagi pengurus yang memadai, kepemimpinan yang belum sepenuhnya responsif dalam menangani masalah, pemanfaatan personil yang belum maksimal, serta komunikasi yang belum maksimal antar pengurus BUMDes.
