Abstract
Implementation Procedural implementation is a process of interaction between goals and actions to achieve them and requires a network of implementers. At the Protocol Bureau of the Provincial Secretariat. South Sumatra, the process of inviting leaders and officials is carried out in an administrative and structured manner. Previously, this process involved direct involvement from the leadership, but now it has been regulated by the Protocol authorities. In this case, making an Official Note is an important step in ensuring effective coordination between the Protocol party and the party submitting the letter of application to the leadership in order to make it easier for the agency submitting the letter to invite officials through the protocol party from the Administrative Procedural flow. This research aims to determine the success of implementing procedural administration of Service Notes requesting event activities at the South Sumatra Provincial Secretariat Protocol Bureau. This type of research is qualitative descriptive using application or implementation theory in (Edward III as quoted by Awang, 2010: 44) regarding success in implementation a policy, data collection methods used include interviews, documentation, direct observation by the Head of Division, Head of Subdivision, one of the Protocol Staff, as well as the Agency Submitting the Letter. The results of the research show that the procedural implementation of the administration of official notes for requests for event activities has been carried out well and structured, although there are still several obstacles on the part of the protocol and the person submitting the letter in the process of making the official note because there are still errors. Apart from that, this research provides a deeper understanding related to evaluating and minimizing errors that occur in the flow process of making official memorandums so that subsequent errors do not occur. Based on the results of the analysis above, it can be concluded and the suggestions of this research can be the basis for the relevant institutions to increase staff in the process of making official memorandums requesting event activities according to the letter procedure flow guidelines.
