Abstract
The number of cases of youth drug offenders has increased from year to year. This requires special attention from the Special Development Institution for Children to maximize the coaching program available during the criminal period. The problems in this study are related to the coaching program for the students of narcotics offenders, the obstacles faced in carrying out the coaching program and the ideal coaching program for students of narcotics offenders. This study is a normative legal study. The result of this study indicate that the students development program for correctional narcotics crimes at the Special Development Institution for Children Class I in Palembang is the same as other programs for other criminal acts. The implementation of this program is not optimal because the are obstacles related to the regulations or laws, apparatus, infrastructure and personal characteristics of correctional students who need to receive more attention from the Development Institution. In an effort to maximize the development program for correctional student, it is necessary to classify them based on the crimes commited, prioritize development programs based on their needs, and collaborate with certain parties to present mental health professionals. One form of reform as an effort to maximize the coaching program is the enactment of Law No.22 of 2022 concerning Corrections.
