Abstract

National identity is the collective awareness of the distinctive characteristics of a nation orcountry. The purpose of this study is to investigate how a country's national identity caninfluence the formulation of its foreign policy, as seen in phenomena such as Turkey's withdrawalfrom the Istanbul Convention after adopting the Neo-Ottoman national identiry, In 2011, Turkeyagreed to and ratified the Istanbul Convention as a serious commitment to combat violenceagainst women and domestic violence. However, in 2021, Turkey officially announced itswithdrawal from the Istanbul Convention. Using qualitative descriptive research methods andliterature review techniques to delve into and explore the meaning of social phenomena throughdata presented from official and credible sources. The reformulation of the Neo-Ottomannational identity is examined through Anne Clunan's aspirational constructivism theory, leadingto the conclasion that a nation's national identity is not static. There are four indicators based onaspirational constructivism in describing the Neo-Ottoman national identity: national self-imagethrough reflection on the pride of being heirs to the Ottoman Empire, which then becomes astrategy of political elites in identity management strategies in shaping the national self-imagewith conservative understanding and democracy in implementing domestic and foreign policies.departing from the pro-Western sentiments adopted in the previous identity. After these strategiesare implemented, there will be a creation of behavior orientation (in-groups & out-groups) in decision-making processes focusing on the shared values of the AKP and Erdogan in influencingthe anti-gender movement. Finally, historical observation and political aspiration effectivenessdepict how the AKP and Erdogun use observations of the past to generate realistic polices for Turkey's current conditions Keywords: National Identity, Istanbul Convention, Turkey, Violence Against Women
