Abstract

East Timor officially became an independent country in 2002 after a referendum, as well as the beginning to develop domestic and foreign conditions as a sovereign country. In the regional sector, East Timor already had good relations with fellow countries in the Southeast Asia region, and even in the independence process, it was supported by all Southeast Asian countries. Including ASEAN, as a regional organization. However, this good relationship wasn’t able to be the key to making it easier for East Timor to become a permanent member of ASEAN. East Timor and ASEAN passed through a very long dynamic that reached 21 years to get that status. When compared to the process that has been passed by other member countries, this membership process is taking the longest time. The Multilateral Negotiation concept, according to Saadia Touvl, is used as a tool to answer the dynamics. The research method used is a qualitative method that aims to describe the facts of the research question. Research data was obtained and collected through literature studies such as books, electronic data, and official website portals. Then, the research result showed that the dynamics in the process of East Timor's membership in ASEAN were caused by several things, likely the process that needed to be passed for East Timor's domestic and foreign development as a newly independent country, the rejection of Singapore for the reason of East Timor's unpreparedness which resulted in the process through forums or meetings becoming increasingly long because it is hindered by the principle consensus that ASEAN had, and also the inability of ASEAN to efficiently utilize each meeting to support the fulfillment of Timor Leste's membership requirements.
