Abstract

This research was conducted with the aim of analyzing the implementation of community-based integrated protection policies (PATBM) in Buru District of Maluku Province (study in Namlea Village Namlea District) and also identifying factors that support and factors that hinder this implementation. This research uses qualitative research. Data collection techniques were carried out through interviews, observation and documentation studies. This research uses Merilee S. Grindle's implementation theory which is influenced by two variables, namely policy content and implementation context. The results of the research show that the implementation of community-based integrated child protection in Namlea Village has not been implemented well, including the interests that influence, type of benefit, degree of change to be achieved, program implementer, location of decision making, resources used, power, interests and strategies of the actors involved, characteristics of the Institution and the regime in power and the level of compliance and response from implementers. So there are still obstacles that occur, namely: (1) weak commitment of the head of Namlea; (2) Inactivity of the Namlea Village management; (3) Unavailability of budget; (4) Low public understanding of PATBM.
