Abstract

The Rohingya ethnic group is a minority that resides in Myanmar. This group faces human rights violations, prompting them to seek protection across state borders, including in Indonesia. A significant surge in Rohingya refugees sailing from Bangladesh to Indonesia occurred from November 2023 to May 2024, surpassing the total arrivals of Rohingya ethnic groups landing in Indonesia over the past five years. The alleged existence of a human trafficking criminal network adds complexity to resolving the Rohingya refugee problem in Indonesia. This research employs a qualitative research method aimed at examining Indonesian government efforts to securitize criminal acts of human trafficking during the 2023-2024 refugee surge. The study uses securitization theory developed by Barry Buzan, Ole Waever, and Jaap de Wilde, analyzing five research focuses: existential issues, securitization actors, speech acts, acceptance of securitization issues by audiences, affected objects, as well as emergency actions in dealing with suspected human trafficking criminal networks. The Indonesian government took effective steps by restructuring the human trafficking crime task force.
